My problem was getting an ArcInfo projection file to work with ArcView. The projection is Michigan GeoRef and that the Department of Natural Resources has a Projection Extension which can be downloaded at:

Although it was not my problem this time, a good troubleshooting tip is to check and ensure that the file name of the projection file is exactly the same as the shapefile and that it's in the same directory.
